With demand soaring for pre-school education, non-local parents will have to go through a grading system to win a place for their kids in Shanghai’s public kindergartens.
“The competition for public kindergartens grows extremely hot,” said Yin Houqing, deputy director of Shanghai Education Commission.
Local kindergartens enrolled about 352,000 children last year. By 2015, the number will grow to 500,000.
Compared with most private kindergartens, public ones provide high-quality service at a very low cost, thanks to generous government funding.
After placing local students, public kindergartens will grade parents without local residence cards, or hukou, to decide upon admission.
Non-locals will be evaluated by a number of criteria, including how long they have lived in the city.
