Beijing has called for a cleanup of mobile porn Web sites nationwide on recently, with government officials blaming their rise on high-speed mobile data services enabled by the launch of new technology.

Earlier this year, China issued third generation (3G) mobile network licenses to its three mobile carriers – China Mobile, China Telecom and China Unicom, and the number of 3G users in China has amounted since then.

This year the government has also shut down thousands of illicit Web sites that publicize porn content and arrested dozens in a campaign against online pornography that is now increasingly shifting focus to mobile Web sites.

“Lawless people have begun using the full commercial deployment of 3G and its faster download speeds for pictures and videos… to spread obscene and pornographic content,” Su Jin-sheng, an engineer in China’s Ministry of Industry and Information Technology, said in a speech.

A cleanup is needed to “protect the healthy growth of the next generation and purify the social environment,” Su said. His speech was put on the ministry’s Website.

China sees its long-delayed rollout of 3G services as a step to becoming a major technology innovator and user.

However, owners of mobile porn Web sites have been able to evade authorities through technical tactics such as frequently switching domain names and IP addresses, according to a report on PC World’s online edition.

Counter-tactics being used by authorities include a blacklist to prevent pornographic Web sites from reappearing online and the design of content-filtering technology to help network operators themselves block obscene content, Su was quoted as saying.

Many developing economies will need to learn these security measures and how to implement technically these policies. In Africa, the market for pornography is not so large, as generally, pornographic activities are looked down upon as shamefull and disgusting. This has not stopped prostitution which is a result of economic hardship rather than a cultural perversion. Local porn is almost non-existant with most coming in from Europe and the US. Internet speeds are not fast enough to allow streaming and downloading is slow and expensive. This is by default keeping many countries there from developing faster, but it is also keeping the young generation “healthier”.
